Horizon Europe 2025: €7.3 Billion to Boost Innovation, Talent and Sustainability

The European Commission has just announced its €7.3 billion investment plan for Horizon Europe 2025, marking a significant push to strengthen Europe’s leadership in science, technology, and social progress. This year's focus is clear: green and digital transitions, strategic autonomy, and a strong talent pipeline.

What’s new in Horizon Europe 2025?

• €1.7B for Global Challenges and Industrial Competitiveness– Health, climate, energy, mobility, food systems, and security

• 35% of the total budget is green, with another 36% for digital priorities

• Special support for researchers from Ukraine, and targeted programs for early-career scientists

Talent and Excellence in Focus

One of the most notable packages is the Marie Skłodowska-Curie Actions (MSCA), with €22.5 million allocated to early-stage researchers, including support for mobility, interdisciplinary training, and academic–industrial cooperation.

The European Research Council (ERC) also sees increased flexibility, including “supergrants” and simplified access for breakthrough research projects.

Simplification and Complementary Support

Horizon Europe 2025 comes with streamlined processes and complementary national support schemes aligned with the EU’s Green Deal, Digital Decade, and Innovation Agenda.

In parallel, an additional €500 million will be deployed through the Recovery and Resilience Facility to reinforce talent retention, cross-border cooperation, and science-driven innovation.
